Manufacturing Facilities and Quality Procedures

FACILITIES
Interpoint has approximately 65,000 square feet of hybrid manufacturing facilities in Redmond, Washington with another 17,000 square feet in Kaohsiung, Taiwan.

CERTIFICATIONS

ISO-9001: DSCC has certified our Redmond facility as conforming. Our Taiwan facility is registered with BVQI.
MIL-STD-1772: Redmond, WA facilities are qualified by DSCC.
MIL-H-38534 QML: On DSCC's -- "Qualified Manufacturer's List".
MIL-I-45208: Current quality system is compliant.
MIL-Q-9858: Compliant with most aspects of this specification.
MIL-C-45662: Calibration system is compliant.
FED-STD-209: Clean room procedures are compliant.
MIL-STD-481: Configuration control procedures are compliant.
DOD-STD-1686: ESD control procedures are compliant.
MIL-STD-883: Testing and screening procedures are compliant.
MIL-STD-105: Statistical sampling procedures are compliant.
MIL-STD-1520: Corrective action & non conforming material procedures are compliant.

QUALITY SYSTEM OVERVIEW

- The quality system is compliant with MIL-I-45208 and mostly compliant with MIL-Q-9858.

- There are documented work instructions available and in use for all operations that affect quality.
- Travelers are used to sequence and control operations at in-process, final and special inspection situations.
- A quality manual (QA-040) is used as a guide for implementation of the quality system. Personnel performing quality functions are given the responsibility, authority and organizational freedom to identify and evaluate quality concerns as well as to initiate corrective action.
- Contracts are reviewed to identify and make timely provisions for special or unusual circumstances.
- As a minimum, self audits of the quality system are completed annually.

DRAWING AND REVISION CONTROL

- The drawing and revision control procedures comply with MIL-STD- 481.
- Engineering drawings, change notices and specifications are subject to quality control review and approval.
- Distribution controls ensure changes are routed in a timely manner.
- A system is in place which provides the customer with either notification or approval in the event of a change to a drawing.
- The documentation used ensures that articles produced conform with design.
- Obsolete drawings are removed from operating areas.

CORRECTIVE ACTION SYSTEM

- The corrective action system is compliant with MIL-STD-1520.
- A documented corrective action procedure is in place that extends to purchased products.
- Follow-up of corrective action is performed to ensure compliance.

PURCHASE AND MATERIAL CONTROL

- Purchase orders are monitored to verify that the quality requirements are correct, including those stipulated by the customer.
- Interpoint requires its suppliers to implement a quality effort and to exercise equivalent control of their raw materials.
- The procurement system provides objective evidence that all material purchases have adequate inspection to ensure compliance.
- Supplier performance is evaluated on a regular basis to ensure compliance.
- ESD controls are in force from receiving through manufacturing and shipping.
- Packaging and shipping are inspected by a quality assurance representative prior to release.

NON CONFORMING MATERIAL (NCM) CONTROL

- NCM procedures comply with MIL-STD-1520.
- NCM is identified and segregated from normal work areas.
- Written procedures guide the repair, rework and disposition of the NCM.

STATISTICAL QUALITY CONTROL

- Statistical sampling techniques are used per MIL-STD-105 and MIL-H-38534 (appendix B).
- Statistical process controls are in place for wirebond, die attach, thick film printing, incoming inspection and facilities.

CALIBRATION AND INSTRUMENT CONTROL

- The calibration system complies with MIL-STD-45662.
- Written procedures are in effect to control tools, gages and test equipment.
- Subcontractors are required by Interpoint to have a system that ensures the accuracy of their test and measuring equipment.

IN-PROCESS / FINAL INSPECTION AND TESTING

- Inspection stamps are used which are markedly different from government and/or customer identification.
- Inspection and test records indicate the nature and number of observations, number and types of deficiencies found, and quantities approved and rejected.
- Materials and supplies are inspected upon receipt to ensure technical compliance.
- The identification and inspection status of completed units are maintained from the receipt of material to delivery to the customer.
- Testing is done in accordance with MIL-STD-883 and MIL-STD-202.
- Quality conformance inspections can be conducted "in-line" or "end-of-line".
- Interpoint maintains a traceability system forward to unique serial numbers and backwards to the supplier's manufacturing lot number.
